Today, the Fuel Cell industry is in the early-commercial phase of development and deployment. Production costs are high; volumes are low. Customers must be highly motivated, committed to the development of a promising, ultimately high-value technology, and willing to accept short-range costs for long-range benefits.
While we transition to full commercialization, the industry highly values incentives and regulatory relief over the short term as a way of neutralizing the enormous front-end costs faced by manufacturers. This is recognized at both the federal and state level, and indeed, worldwide.
